...FLASH FLOOD WATCH FOR THE POTENTIAL FAILURE OF THE LEVEES AND 

DIKES OF THE SKAGIT RIVER BELOW SEDRO-WOOLEY TO THE MOUTH OF THE 

SKAGIT RIVER IN EFFECT THROUGH LATE FRIDAY NIGHT...



* WHAT...Flash Flooding caused by a potential dike or levee failure 

  is possible for the levees and dikes of the Skagit River below 

  Sedro-Wooley to the mouth of the Skagit River.



* WHERE...Western Skagit county and northwestern Snohomish county; 

  including Burlington, Mount Vernon, La Conner, Edison, Conway, and 

  Stanwood.



* WHEN...Through late Friday night.



* IMPACTS...Dike and levee failure may result in flash flooding. 

  Extensive flooding of streets, homes, and farmland will be 

  possible.



* ADDITIONAL DETAILS...

  - This flash flood threat is in additional the to the major

    flooding expected on the Skagit River.

    Heavy rain is causing extreme flooding of the Skagit River

    that is forecast to surpass the height of the dike and levee

    structures. This pressure may cause them to fail, which would

    cause inundation in areas from Burlington and Mount Vernon

    into Padilla Bay and Skagit Bay.

* WHAT...Flooding caused by excessive rainfall continues to be 

  possible.



* WHERE...Portions of northwest and west central Washington, 

  including the following counties, in northwest Washington, 

  Clallam, Grays Harbor, Island, Jefferson, Kitsap, Mason, San Juan, 

  Skagit and Whatcom. In west central Washington, King, Lewis, 

  Pierce, Snohomish and Thurston.



* WHEN...Through Friday afternoon.



* IMPACTS...Excessive runoff may result in flooding of rivers, 

  creeks, streams, and other low-lying and flood-prone locations. 

  Flooding may occur in poor drainage and urban areas. Storm drains 

  and ditches may become clogged with debris. Area creeks and 

  streams are running high and could flood with more heavy rain.



* ADDITIONAL DETAILS...

  - An atmospheric river will continue to impact the area through

    much of the week and bring periods moderate to heavy rain to

    the region. Sharp rises are occurring on area rivers,

    especially those flowing off the Olympics and Cascades.



    Urban and small stream flooding is possible for areas with

    poor drainage.



    Saturated soils will bring increased potential for landslides

    and debris flows on burn scars.
