Rises in small streams and normally dry arroyos. Dangerous flows over low-water crossings. Water over roadways. Overflowing poor drainage areas. River or stream flows are elevated. * ADDITIONAL DETAILS... - At 139 PM AST, Doppler radar indicated heavy rain. Minor flooding is ongoing in the advisory area. Up to 4.5 inches of rain have fallen in Patillas, with 1 to 4 inches elsewhere in the advisory area. - Additional rainfall amounts of 1 to 2 inches are expected over the area.
