At 3:05 AM AST, Doppler radar indicated thunderstorms capable of producing winds to around 30 knots, frequent lightning, and possible isolated waterspouts. These thunderstorms were located mainly over portions of the Atlantic and Caribbean waters including the Mona Passage, moving northwest around 15 knots. For the rest of tonight, outer rainbands of Tropical Storm Melissa could produce showers and thunderstorms across the Atlantic and Caribbean waters. PRECAUTIONARY/PREPAREDNESS ACTIONS...
